Assistant Director: Human Resource Management & Employee Relations Job at Department of Employment and Labour, Mpumalanga - Job Description
Introduction
The Department of Employment and Labour is hiring an Assistant Director: Human Resource Management & Employee Relations, reference HR4/4/7/70, on a three-year contract, based at the Provincial Office in Mpumalanga. The post offers R487,197 per annum plus 37% in lieu of benefits, with applications closing on 10 July 2026.
This dual-focus role suits an HR professional comfortable working across both HR management and employee relations — combining policy implementation with hands-on labour relations advisory work.
About the Company
This Assistant Director post coordinates HR Management and Employee Relations policy implementation across the Mpumalanga province. You'll be monitoring service benefits administration, managing employment equity programmes, and overseeing resources within the sub-directorate — all on a fixed three-year contract term
Responsibilities
As Assistant Director: Human Resource Management & Employee Relations, you will:
• Coordinate and monitor the implementation of Human Resource Management policies in the province
• Monitor and advise on the implementation of Employee Relations policies and prescripts
• Coordinate and manage the implementation of Employment Equity programmes
• Monitor the administration of service benefits
• Manage human, financial, and equipment/asset resources in the sub-directorate
Required Qualifications
To qualify for this post, you'll need:
• An undergraduate qualification (NQF Level 6) in Human Resource Management, Public Management, or Employee Relations, recognised by SAQA
• A driver's licence (added advantage, not mandatory)
• 4 years' experience, including 2 years' functional experience in Human Resource Management and Employee Relations, and 2 years at Senior Practitioner level
• Knowledge of Public Service Transformation and Management Issues, the White Paper on Transformation of the Public Service, HR systems and procedures, the Public Service Act, recruitment and selection, departmental policies, Batho Pele Principles, Minimum Information Security Standards, and PERSAL
• Communication, computer literacy (Excel, Word, PowerPoint, PERSAL), innovation, presentation, responsiveness, report writing, time management, financial management, and policy analysis skills

Only shortlisted candidates will be contacted. If you haven't heard back within 8 weeks of the closing date, treat your application as unsuccessful.
TIPS TO STRENGTHEN YOUR APPLICATION
• Show experience straddling both HR management and employee relations, since the role explicitly requires functional experience in both areas, not just one.
• Highlight Employment Equity programme experience specifically, since coordinating EE implementation is a distinct named duty.
• Note that this is a three-year contract role — be clear in your cover letter that you understand and accept the fixed-term nature of the position.
• Mention PERSAL proficiency directly, as it's explicitly listed under both knowledge and skills requirements.
• A driver's licence isn't mandatory but is an advantage — mention it if you have one, but don't worry if you don't.
• Submit your Z83 and CV combined into one PDF, correctly labelled with reference HR4/4/7/70.
• Double-check the email address — Jobs-ASD-UI-HRM@labour.gov.za is specific to this post and differs from the similarly named UI Operations post.
