Introduction
The Department of Communications and Digital Technologies (DCDT) is hiring a Director: SOE Investment Management, reference DIRSOEIM, based in Pretoria (Hatfield). This Level 13 senior management post offers an all-inclusive package of R1,317,384 per annum, with applications closing on 10 July 2026.
If you have a strong background in investment, corporate finance, or capital structuring within the public sector or large enterprises, this role gives you direct influence over the financial sustainability of State-Owned Entities (SOEs) in the telecommunications and ICT sector.
About the Company
This Director post is responsible for managing and supporting investment strategy, capital structuring, and financial sustainability across SOEs falling under the Department's mandate. It involves close engagement with government policy, financial reporting standards, and oversight mechanisms tied to the Public Finance Management Act (PFMA), particularly around mergers, acquisitions, and major capital projects.
It's a technically demanding finance role suited to someone comfortable with risk assessment, transaction structuring, and regulatory compliance at a national policy level
Responsibilities
As Director: SOE Investment Management, you will:
• Research policy and local/international guidelines relevant to SOE investment and establish an investment and capital structuring governance framework
• Assess investment strategies, CAPEX projects, mergers, and acquisitions for financial viability, including applications under Section 54 of the PFMA
• Research and assess appropriate capital structuring strategies, covering equity, debt, and repayment requirements, along with state funding allocations and guarantees
• Monitor the implementation of capital structuring strategies and major projects, assessing performance risks such as cost escalations and delays
• Facilitate appropriate funding (MTEF, guarantees, Adjustment Estimates of National Expenditure) for Telecommunications and IT sector SOEs and monitor their financial sustainability
• Analyse financial reports to monitor accountability, transparency, and risk across SOE investments and capital structures
• Support compliance with applicable financial reporting standards and regulations
• Facilitate the Minister's oversight responsibilities over the BBBEE Council, including report analysis and recommendations
• Contribute to strategic functional leadership, financial resource management, change management, and compliance
Required Qualifications
• An NQF Level 7 qualification in Accounting, Financial Management, Economics, Finance, Development Finance, Development Studies, or a relevant equivalent qualification recognised by SAQA
• A minimum of 5 years' experience in a Business Investment environment at middle/senior managerial level
• Advanced strategic capability and leadership skills
• Knowledge of government administrative processes
• People management and empowerment experience
• Programme and project management skills
• Strong financial management, analytical, and problem-solving abilities
• Technical competencies in risk management, transaction structuring and execution, commercial and company law, capital allocation, financial reporting and analysis, budgeting and cash flow control, project finance, and Broad-Based Black Economic Empowerment (B-BBEE)
