Introduction
The Department of Communications and Digital Technologies (DCDT) is recruiting a Deputy Director: SOE Governance, reference DDSOEG, based in Pretoria (Hatfield). This Level 11 post offers an all-inclusive remuneration package of R932,292 per annum, with applications closing on 10 July 2026.

About the Company
The Deputy Director: SOE Governance role focuses on technical analysis, monitoring, and reporting related to corporate governance oversight of SOEs. You'll be benchmarking governance frameworks, reviewing shareholder compacts and governance agreements, supporting board appointment processes, and investigating allegations of irregularities or misconduct within SOEs.
It's a detail-oriented, compliance-focused role for someone who thrives on governance frameworks, regulatory review, and rigorous reporting.
Responsibilities
• Benchmarking policies, laws, standards, and best-practice frameworks relevant to SOE governance
• Developing and reviewing the DCDT SOE governance framework, standard operating procedures, shareholder compacts, governance agreements, and memoranda of incorporation
• Coordinating processes for the appointment and remuneration of SOE board members, including preparing recommendations
• Analysing SOE submissions on the appointment and remuneration of top executives (CEOs, CFOs) for compliance with relevant policies
• Supporting the Minister's participation in SOE Annual General Meetings, including analysis of annual reports and shareholder resolutions
• Implementing processes for tabling SOE annual reports in Parliament
• Facilitating board and committee evaluations and monitoring governance improvement plans
• Analysing SOE governance performance and compliance reports against shareholder compact targets, and preparing outcome reports
• Facilitating investigations into allegations of irregularities or misconduct (corruption, fraud, unethical behaviour) within SOEs and monitoring follow-up actions
• Contributing to project management, operational excellence, compliance, and stakeholder relations
Required Qualifications
• An NQF Level 7 qualification in Auditing, Law, Accounting, Finance, Commerce, or a relevant equivalent qualification recognised by SAQA
• A minimum of 5 years' experience in Corporate Governance, Compliance, Law, Auditing, or Finance at Assistant Director/middle management level, including at least 3 years in an oversight environment related to corporate governance or audit
• Knowledge of the Companies Act 71 of 2008 and good corporate governance practice frameworks
• Strong planning and coordination skills
• Experience reviewing governance documents and processes, risks, and controls
• Compliance monitoring and assessment skills
• Basic research and analytical thinking abilities
• Strong teamwork and human resource management skills
• Attention to detail, problem-solving, and sound, ethical judgement
• Strong report writing, verbal communication, and presentation skills
