Introduction

The Department of Communications and Digital Technologies (DCDT) is looking for a Director: Employee Relations, Organisational Design and Employee Wellness, reference DIRERODEW, based in Pretoria (Hatfield). This senior Level 13 post offers an all-inclusive package of R1,317,384 per annum, with applications closing on 10 July 2026.
This is a multi-disciplinary leadership role combining labour relations, organisational structure design, and employee wellness — ideal for someone experienced across all three areas rather than specialised in just one.

About the Company

This Director role oversees three connected functions: employee relations, organisational design, and employee health and wellness. You'll act as the Department's chief negotiator on labour matters, while also reviewing and maintaining the organisational structure, driving culture transformation initiatives, and managing wellness programmes that support staff wellbeing.
It's a role that requires comfort navigating formal labour relations processes as much as strategic organisational design work — a genuinely broad HR leadership mandate

Responsibilities

As Director in this role, you will:
• Manage and drive the development and implementation of employee relations, organisational design, and employee wellness policies and frameworks
• Conduct organisational functionality assessments and review the service delivery model and strategy
• Design, review, and maintain organisational structure and positions for cost-effectiveness and business alignment
• Serve as the Department's chief negotiator on employee relations matters
• Provide advice on employee relations matters, including rights and obligations, and run capacity-building programmes for staff and supervisors on discipline management
• Maintain an updated, reliable job architecture, including job families, profiles, and approved job grades from job evaluation
• Design and drive a change management and culture transformation framework aligned with organisational values and the employee value proposition
• Manage and promote wellness programmes, including counselling, life management, referral, advocacy, and education interventions
• Advise senior management on opportunities to enhance performance and build fit-for-purpose organisational design and wellness functions
• Contribute to strategic functional leadership, human resource management, financial management, change management, and compliance

Required Qualifications

To be considered, applicants need:
• An NQF Level 7 Degree in Operations Management, Organisational Development, Labour Relations, Industrial Psychology, Human Resource Management, or a relevant equivalent qualification recognised by SAQA (an Honours degree is an advantage)
• A minimum of 5 years' experience in Employee Relations, Organisational Design, and Employee Wellness at middle/senior management level, including at least 3 years specifically in an Employee/Labour Relations environment
• Strategic capability and leadership skills
• Knowledge of government administrative processes
• People management and empowerment experience
• Programme and project management skills
• Financial management and change management knowledge
• Strong problem-solving, analysis, and customer focus
• Stakeholder engagement and relationship management skills
• Expertise in Organisational Design, Organisational Effectiveness, HR Governance and Compliance, Business Consulting, Wellness Management, Labour Relations, and Organisational Culture Transformation
