What You'll Do

• Promote sound asset management practices and advise employees departmentally on asset matters
• Contribute to asset management systems, policy and annual physical asset planning
• Monitor and manage asset verification, capturing data on inventory/room lists
• Manage the movement, bar-coding and physical condition monitoring of all movable assets
• Approve movable asset register updates and manage asset disposal and transfer processes
• Supervise receipt/issue of assets, perform quantity and quality control
• Reconcile BAS and the Asset Register, request journals to fix misclassifications
• Prepare financial information for statement purposes
• Supervise a team: allocate work, quality-control output, manage performance and development

What We're Looking For

Must-Haves

• Grade 12 Certificate plus a National Diploma in Logistics Management / Supply Chain Management / Public Management (NQF Level 6)
• Minimum 3 years' experience at supervisory level in Asset Management
• Working knowledge of PFMA, Treasury Regulations, B-BBEE, LOGIS, BAS, BAUD and Modified Cash Standards
• A valid driver's licence

Nice-to-Haves

• Demonstrated leadership and project management ability
• Comfortable managing disposal committees and reconciliation processes end-to-end
• Solid computer literacy across financial/asset systems

Introduction

The Department of Communications and Digital Technologies (DCDT) is recruiting a Director: Human Resource Planning and Administration, reference DIRHRPA, based in Pretoria (Hatfield). This Level 13 senior management post comes with an all-inclusive remuneration package of R1,317,384 per annum, and applications close on 10 July 2026.
This role is built for an experienced HR leader ready to shape workforce strategy, employee experience, and HR governance at a national government department

About the Company

This Director post leads the design, implementation, and governance of HR planning and administration across the Department. The role covers the full employee lifecycle — from talent attraction through to off-boarding — with a strong emphasis on data-driven HR decision-making, workforce planning, and aligning HR strategy with the Department's broader business goals.
It's a role for someone who can operate at a strategic level while still understanding the operational detail of HR systems, policies, and compliance.

Responsibilities

As Director: Human Resource Planning and Administration, your duties will include:
• Managing and driving the design, maintenance, and implementation of HR planning, administration, and employment equity policies, plans, and systems
• Enhancing employee experience across the full employee lifecycle, from talent attraction to off-boarding
• Overseeing employee information management systems and generating insights for data-driven HR reporting
• Defining long-term and mid-term HR and Employment Equity plans aligned with the Department's business planning cycle
• Managing the implementation of total rewards policies and time/attendance systems, with reporting for continuous improvement
• Coordinating the review and design of HR delegations of authority and personnel records
• Driving HR planning, administration, and employment equity initiatives that support innovation and improved business processes
• Contributing to strategic functional leadership, human resource management, financial management, change management, and compliance

Required Qualifications

To qualify for this post, you'll need:
• An NQF Level 7 Degree in Human Resource Management, Industrial Psychology, Labour Relations, Business Management, Public Administration, or a relevant equivalent qualification recognised by SAQA (an Honours degree is an advantage)
• A minimum of 5 years' experience in a Human Capital Management environment at middle/senior management level
• Strategic capability and leadership skills
• Knowledge of government administrative processes
• People management and empowerment experience
• Programme and project management skills
• Financial management knowledge
• Change management and problem-solving abilities
