Introduction
The Department of Communications and Digital Technologies (DCDT) is hiring a Director: Digital Development Fund Management, reference number DIRDDFM, based in Pretoria (Hatfield). About the Company
This Director post sits within the Universal Services and Access Agency framework and is responsible for overseeing the digital development fund that supports universal access to digital technologies across the country. You'll be managing the design and rollout of funding policies, programmes, and models that channel capital into broadband networks, data centres, connectivity infrastructure, smart city technologies, and tech startups.
It's a strategic leadership role that blends financial management with policy implementation and stakeholder partnership-building across government, industry, and academia
Responsibilities
As Director: Digital Development Fund Management, you will:
• Manage and monitor the design and implementation of digital development fund policies, programmes, and models
• Facilitate funding projects that build out infrastructure for broadband networks, connectivity, data centres, and smart city technologies
• Support digital skills development programmes
• Support SMMEs in the ICT sector to improve productivity, sustainability, and competitiveness
• Establish and support funding models and schemes that enable universal access to services
• Manage capital provision for startups and existing companies developing digital technologies and infrastructure
• Identify and select projects or companies that align with the fund's strategic objectives
• Build and maintain strategic partnerships with technology companies, educational institutions, government agencies, and international organisations
• Contribute to strategic functional leadership, human resource management, financial management, change management, and compliance across the directorate
Required Qualifications
To apply, you'll need:
• An NQF Level 7 Degree in Finance, Economics, Business Management, Fund Management, Engineering, or a relevant equivalent qualification recognised by SAQA
• A minimum of 5 years' experience in Finance, Economics, Business Management, Fund Administration, or Engineering at a middle/senior managerial level
• Strong strategic capability and leadership skills
• Knowledge of government administrative processes
• People management and empowerment skills
• Programme and project management experience
• Financial management expertise, including fund management and financial planning/analysis
• Change management, innovation, and problem-solving abilities
• Critical thinking and policy analysis/implementation skills
• Stakeholder engagement, relationship management, and monitoring and evaluation competencies
