Artisan Foreman Grade A & B (Electrician & Plumber) Jobs at Department of Correctional Services - Job Description

Introduction

The Department of Correctional Services (DCS) has two Artisan Foreman Grade A & B posts open at Mangaung in the Free State and Northern Cape Region — one for an Electrician (reference FSNC 2026/07/02) and one for a Plumber (reference FSNC 2026/07/03). Salaries range from R397,329 to R593,934 per annum, depending on grade and years of experience under the OSD appointment framework. Applications close on 13 July 2026 at 15:45.
This role combines skilled trade leadership with offender training and development — a distinctive feature of working within the correctional services environment.

About the Company

Artisan Foreman roles at Mangaung carry both technical and developmental responsibility. Beyond performing and overseeing trade work in your specialisation (electrical or plumbing), you'll be responsible for training and developing offenders, managing workshop administration, controlling inventory and tools, and ensuring efficient logistics around work orders and resources.
It's a hands-on leadership role for experienced tradespeople who are comfortable mentoring others, including offenders going through skills development programmes.

Responsibilities

As Artisan Foreman, your duties will include:
• Training and developing offenders in your trade
• Managing administrative tasks related to the workshop
• Controlling workplaces and tools
• Handling inventory control and logistical administration
• Efficiently managing resources, work orders, and related compliance
• Overseeing design, production, and maintenance functions
• Performing administrative and related duties tied to your trade
• Maintaining and advancing your own technical expertise
• Managing human and financial resources and assets within your area
• Managing performance information for your team

Required Qualifications

To apply for either post, you'll need:
• An appropriate Trade Test Certificate underwritten by the Manpower Training Act (Red Seal)
• A minimum of 5 years' post-qualification experience as an Artisan
• A valid driver's licence (not required for applicants with a disability)
• Team leadership skills
• Technical analysis knowledge
• Competency in computer-aided applications
• Knowledge of legal compliance requirements
• Strong technical report writing skills
• Production and process knowledge
• Problem-solving and analytical skills
• Decision-making and teamwork ability
• Creativity, self-management, and customer focus
• Strong communication, planning, organising, and conflict management skills

Complete the Z83 application form in full, attach only a detailed CV, and submit supporting documents in PDF format, quoting the correct reference for the trade you're applying for:
• Electrician → FSNC 2026/07/02
• Plumber → FSNC 2026/07/03
Enquiries: Ms Mokuni NJ / Ms Molutsoane N / Ms Radebe T / Ms Ramncwana B — 082 306 9027
Correspondence will be limited to shortlisted candidates only. If you haven't heard back within 3 months of the closing date, treat your application as unsuccessful.

TIPS TO STRENGTHEN YOUR APPLICATION

• Use the correct reference number for your trade — applying for Electrician and Plumber requires two completely separate applications, each correctly referenced.
• Highlight any mentoring, training, or apprenticeship supervision experience, since training offenders in your trade is a core duty of this post.
• Be specific about your 5 years' Artisan experience — name the type of projects, systems, or installations you've worked on in your trade.
• Note Mangaung experience is an advantage. If you've worked at this facility before, make sure it's clearly stated in your CV.
• Show evidence of inventory and logistics management, since efficient resource and work order management is explicitly listed as a responsibility.
• Prepare for the two pre-entry assessments — a practical, trade-specific exercise plus an integrity (ethical conduct) assessment.
• Submit early and confirm your application has reached DCS. It's solely the applicant's responsibility to ensure timely delivery — server issues or postal delays won't be accepted as grounds for late consideration
