Chief Personnel Officer: Human Resource Management | Department of Employment and Labour | Mmabatho - Job Description

Introduction

The Department of Employment and Labour is looking for an experienced HR professional to join their Provincial Office in Mmabatho, North West. If you have a solid background in human resources management and supervisory experience, this role offers stability, a competitive salary and meaningful public service work.

About the Company

As Chief Personnel Officer, you will sit at the heart of the Provincial Office's human resources function. Your work will directly affect the careers and livelihoods of public servants across the North West province. You will monitor recruitment and selection processes to ensure they are fair, consistent and in line with departmental policy. You will also oversee employee benefits, salary payments, and the termination of service processes.

This is a supervisory role, meaning you will guide and check the work of HR practitioners below you while also reporting to senior management above. It requires someone who is meticulous, knows the relevant legislation inside out, and can handle sensitive personnel matters with professionalism and discretion. If you thrive in a structured government environment and enjoy the human side of HR, this is a role worth applying for.

Responsibilities

• Monitor the Recruitment and Selection process within the province
• Facilitate the processing and approval of employee service benefits
• Provide and monitor termination of service processes in the province
• Monitor the establishment and implementation of HR policies
• Monitor and ensure the accurate payment of salaries

Required Qualifications

• A three-year tertiary qualification at NQF6 in Human Resource Management
• One to two years of supervisory experience in human resources management
• Knowledge of: All labour legislation, departmental policies and procedures, HR-related systems, Public Service Act, Public Service Regulations, Batho Pele Principles
• Skills: Communication, Presentation, Conflict management, Analytical thinking, Report writing, Computer literacy, Planning and Organising, Supervisory skills, Time management

How to Apply

1. Download the new Z83 form from www.gov.za/documents — the old version will not be accepted.
2. Fill in Sections A, B, C and D completely. In Sections E, F and G you may refer to your CV, but the re-appointment declaration in Section F must be answered and signed personally.
3. Update your CV to reflect all your HR experience, especially any supervisory roles. Be specific about your responsibilities and the systems you have worked on.
4. Merge your Z83 and CV into a single PDF and attach it to your email. Do not send zipped or image files.
5. Email your application to Jobs-NW3@labour.gov.za before 23:59 on 03 July 2026. Include the post title and reference number HR4/4/06/01 in the subject line.
6. You may also hand deliver to: Provident House, University Drive, Mmabatho, or post to Chief Director: Provincial Operations, Private Bag X2040, Mmabatho, 2735. Walk-in deadline is 16:00 on 03 July 2026.

TIPS TO STRENGTHEN YOUR APPLICATION

• Government HR roles are highly competitive. Make your CV stand out by listing the specific HR systems you have used, such as PERSAL, and the volumes of staff you have managed.
• Your supervisory experience must be clearly described — panel members will look for evidence that you have actually led people, not just worked alongside them.
• Knowledge of the Public Service Act and Public Service Regulations is essential. If you have attended any relevant training courses, list them in your CV.
• Mmabatho is in the North West province — if you are applying from another province, be clear in your CV that you are available to relocate immediately.
• Prepare for a practical assessment if shortlisted. HR knowledge, policy interpretation and report writing are likely to be tested.
