OHS Inspector: Construction | Department of Employment and Labour | Kariega - Job Description

Introduction

If you hold a qualification in Civil and Construction Engineering and have a passion for workplace safety, the Department of Employment and Labour wants to hear from you. This Occupational Health and Safety Inspector role based in Kariega, Eastern Cape, is a unique opportunity to apply your technical knowledge in service of South African workers.

About the Company

As an OHS Inspector specialising in construction, you will be the eyes and ears of the state on building sites and construction projects across your allocated area. Your core responsibility is to ensure that construction employers comply fully with the Occupational Health and Safety Act of 1993 and its related regulations — legislation that exists to protect workers from injury, illness and death on the job.

You will work independently, planning and conducting your own inspections, investigating complaints and incidents, and where necessary taking enforcement action against non-compliant employers. If a case goes to court, you will be expected to appear as a state witness and present evidence professionally. You will also run advocacy campaigns to raise awareness among employers and workers about OHS obligations. This is a technically demanding role that combines engineering knowledge with legal enforcement and community education.

Responsibilities

• Plan and independently conduct inspections to ensure compliance with the OHS Act 85 of 1993 and related regulations and standards
• Confirm employer registration with the UIA and COIDA
• Independently investigate and finalize incidents and complaints under the OHS Act and appear in court as a state witness
• Conduct allocated proactive inspections as per schedule and compile reports
• Plan and independently conduct advocacy campaigns on all labour legislation and analyse their impact
• Contribute to regional inspection plans and compile consolidated statistical reports

Required Qualifications

• A three-year tertiary qualification in Civil and Construction Engineering
• A valid driver's licence
• Knowledge of: Departmental policies and procedures, Occupational Health and Safety Act (as amended), OHS Regulations, South African National Standards (SANS) Codes, COIDA, Unemployment Insurance Act
• Skills: Planning and organising, Communication, Computer literacy, Facilitation, Interpersonal skills, Conflict handling, Negotiation, Problem solving, Interviewing, Presentation, Innovation, Analytical thinking, Verbal and written communication

How to Apply

1. Download the new Z83 application form from www.gov.za/documents. The old form will disqualify your application immediately.
2. Complete Sections A, B, C and D in full. Sections E, F and G may reference your CV, but the re-appointment question in Section F requires a direct answer and your signature.
3. Prepare a detailed CV that highlights your construction engineering qualification and any experience in workplace inspections or OHS compliance work.
4. Combine your Z83 and CV into one PDF document. Zipped files and image formats will not be accepted.
5. Email your application to Jobs-ECUHG@labour.gov.za before 23:59 on 03 July 2026. Write OHS Inspector: Construction and reference number HR4/4/10/07 in the subject line.
6. You may also hand deliver to: 15A Chase Street, Kariega, 6230, or post to Deputy Director: Labour Centre Operations, PO Box 562, Uitenhage, 6230. Walk-in deadline is 16:00 on 03 July 2026.

TIPS TO STRENGTHEN YOUR APPLICATION

• This post is open to a wide range of EE candidates including African Males, Coloured Males and Females, Indian Males and Females, White Males and Females, and persons with disabilities. Complete your equity details carefully on the Z83.
• Your engineering qualification is the foundation of this role — make sure your academic transcripts are ready to present when shortlisted.
• If you have any prior experience working with OHS compliance, site inspections or construction safety, describe it in detail in your CV even if it was in the private sector.
• Familiarise yourself with the key OHS regulations and SANS codes relevant to construction before your interview — the practical assessment will likely test this knowledge.
• A valid driver's licence is non-negotiable for this role. Confirm yours is current before you apply.
