Introduction
The Government Pensions Administration Agency has a permanent opportunity for a training and development professional to support their Human Resource Development Unit in Pretoria. About the Company
Training and development in the public service is governed by a comprehensive legislative and policy framework, and the GPAA takes its HRD mandate seriously. As Senior Administrative Officer: Training, you will coordinate the full training function — from conducting training needs analyses and developing the Workplace Skills Plan through to administering bursaries, coordinating learnerships and internships, facilitating induction programmes and implementing adult education and training initiatives.
You will work with a wide range of internal and external stakeholders — from line managers and HR colleagues to training providers and the SETA. This is a varied and impactful role for someone who is passionate about helping government employees grow and develop throughout their careers. It also carries supervisory responsibility, making it an excellent platform for an experienced training officer who is ready to lead.
Responsibilities
• Conduct training needs analyses and consolidate data to inform the Workplace Skills Plan and Annual Training Report
• Develop a training schedule in line with the Workplace Skills Plan
• Analyse post-training assessment reports to evaluate training effectiveness
• Administer the bursary programme including intake invitations, committee presentations, monitoring and auditing
• Coordinate implementation of Experiential Learning, Learnership, Internship, RPL and other projects
• Facilitate the Compulsory Induction Programme and reorientation for new GPAA employees
• Implement the HRD Strategy and develop implementation plans
• Coordinate the Adult Education and Training programme and conduct AET classes
• Implement the mentorship and coaching projects within the GPAA
• Supervise staff — allocate work, manage performance, develop and coach team members
Required Qualifications
• A relevant three-year National Diploma or Degree in Human Resources, Human Resource Development or Industrial Psychology (at least 360 credits, NQF6)
• Minimum three years of appropriate experience in HR or Training with two years in a supervisory role within HRD, OR five years of appropriate experience within HR or Training or HRD
• Computer literacy with high proficiency in Microsoft Office products and PERSAL
• Knowledge of: PFMA, project management, training and development legislation, Public Service Regulations, National Treasury Regulations, DPSA directives and regulations
• Skills: Analytical, conflict resolution, problem solving, customer relations, presentation, ability to communicate at all levels, ability to build strong network relationships, team player, emotional intelligence, attention to detail
