Senior Organizational Design and Development Practitioner | Government Pensions Administration Agency | Pretoria - Job Description

Introduction

The Government Pensions Administration Agency is looking for a skilled Organizational Design and Development specialist to join their team in Pretoria. If you have experience in job evaluation, job description development and organizational structure analysis, this permanent Senior Practitioner post offers a valuable and specialized career opportunity in the public sector.

About the Company

Organizational Design and Development is the science of ensuring that an institution's structure, roles and job grades accurately reflect its strategic objectives and operational needs. As Senior ODD Practitioner, you will facilitate the development and maintenance of job descriptions, conduct job evaluations using the EVALUATE/EQUATE system, analyze organizational structures and compile establishment reports, and provide advice and guidance to line management on ODD matters.

You will also render secretariat services for the Job Evaluation Panel — scheduling meetings, taking minutes and circulating agendas. This is a highly specialized role that requires both analytical rigor and strong interpersonal skills, as you will be engaging with managers at all levels to gather job information, conduct evaluations and communicate outcomes. A certified job analyst certificate is required, making this a post for a true ODD specialist.

• Provide guidance to line management on organizational design and development matters
• Conduct job evaluation for all posts in GPAA using the EVALUATE/EQUATE system

• Prepare JE certificates of outcome and ensure results are implemented on PERSAL
• Render secretariat services for the Job Evaluation Panel including scheduling, minutes and agendas
• Maintain the JD and JE electronic database
• Render general support services to the ODD unit including filing, procurement coordination and document management

Required Qualifications

• A relevant three-year National Diploma or Degree in Management Services, Production Management, Operations Management, Industrial Engineering or HRM plus an Applied Organizational Development Programmed or Management Services certificate (at least 360 credits, NQF6)
• Minimum three years of appropriate experience in an Organizational Design and Development environment
• A certified job analyst certificate is required
• Computer literacy with high proficiency in Microsoft Office products
• A valid driver's license
• Knowledge of: Organizational Design principles, EVALUATE/EQUATE System, Job Evaluation processes and models, Public Service Act, Work Study techniques, Public Service Regulations, PFMA, Treasury Regulations, Batho Pele Principles, White Paper on Transformation

3. Describe your ODD experience in detail — include the JE system you have used, the number of posts you have evaluated and any organizational structure projects you have contributed to.
4. Apply for reference number SNR/ODD/2026/06-1P through the online system.

TIPS TO STRENGTHEN YOUR APPLICATION

• A certified job analyst certificate is a hard requirement. Without this your application is unlikely to succeed — ensure yours is current and upload it with your application documents.
• EVALUATE/EQUATE system experience is specifically listed. If you have used this or any other formal job evaluation system, name it and describe the scope of your experience.
• PERSAL experience for implementing JE outcomes is relevant. If you have updated post levels or structures on PERSAL following a job evaluation, mention this.
• Secretariat experience for formal panels or committees is directly mentioned. If you have prepared packs, taken minutes or managed scheduling for a JE Panel or similar committee, describe this in your profile.
• A valid driver's license is a requirement. Confirm yours is current before you apply.
